FACT#2
Providers who send the Swift MT 799 or MT199 pre-advice first do not exist because it is an act of non-soliciting.
Before sending RWA via MT199 or MT799 by the Sellers Bank, the Provider must block its own funds in
custodial account and pay bank fees and Swift transfer costs too....
