Fuel Oil Scam from LinkedIn:

Facilitator

Tank to Vessel Procedure (FOB): JURONG

$480/MT

1. The buyer issues ICPO and CPA.
2. The seller releases the commercial invoice within 48 hours.
3. The buyer signs and returns the CI to the seller along with their Notice of readiness (NOR) from their shipping company.
4. The seller issues the PPOP document as below:
A) Product Quality passport
B) Certificate of origin
C) Commitment to supply
D) Statement of product availability
5. The buyer provides ATI (Authorization to Injection) and Q88 from their shipping company.
6. The seller issues Unconditional Dip Test Authorization (UDTA), and TSR to the buyer, the buyer conducts the dip test in the seller tank at the buyer's cost.
7. After the successful dip test, injections commence to the buyer's vessel.
8. After the successful injection, the seller issues:
A) Allocation license
B) Title ownership transfer affidavit
C) Tax Registration certificate
9. The buyer makes 100% of the payments of the fuel via MT103/TT to the seller in 24 hours. Once 100% payment is received, all intermediaries are paid by the seller. Seller and buyer sign a one-year delivery.

Tank to Vessel Procedure TTVIA:

1. The buyer issues ICPO and CPA.
2. The seller issues a commercial invoice (CI) to the buyer.
3. The buyer signs and returns the commercial invoice.
4. The seller issues to the buyer Tank to Vessel In Agreement (TTVIA) to be endorsed by both the seller and buyer and the buyer Logistics Company. (Note: if payment is needed to get the TTVIA signed by the buyer logistics company, the buyer and seller shall make the payment to the buyer logistics company. Seller shall make 30 percent while the buyer makes 70 percent of this payment to the buyer logistics company.)
5. Upon the return of the TTVIA, the seller releases to the buyer the following PPOP document:
A) Commitment Letter to Supply
B) Seller tank storage receipt TST
C) Statement of Availability
D) Unconditional Dip Test Authorization (UDTA) Letter
E) Product Passport
F) Injection Notification
G) Authorization to verify the product via email and telephone from the logistic company.
6. Upon the buyer receiving the PPOP document, the buyer confirms readiness to receive the fuel.
