FOB PROCEDURES FOR ROTTERDAM OR HOUSTON

1. THE BUYER issues a corporate LOI/ICPO (with company letterhead) and send to the Seller/ Refinery,
indicating the products, he intends to purchase and their destination, in generally confirming that he accepts
the Refinery's sales procedures.
2. SELLER issues commercial invoice (CI) for the available quantity in the tank storage. buyer signs and
returns commercial invoice to seller acknowledging buyer's legally binding commitment to purchase under
the terms and conditions described.
3. SELLER ISSUES THE PARTIAL PROOF OF PRODUCT (PPOP):
A. Commitment to supply.
B. Statements of product availability.
C. Certificate of origin of the product.
D. Tank storage receipt (TSR).
E. Provide injection and SGS report.
F. If the Report is older than 72 hrs. of the Product injection in the seller. A Fresh SGS to be conducted by
buyer’s SGS agent on buyer expense in seller tank farm.
G. Seller provide ATV/UDTA (Unconditional Dip Test Authorization) on the product to verify through buyers
SGS agents and logistics company.
4. Once fuel is verified, Buyer logistic company provides minimum 3-days tank storage extension TSA/TSR to
the seller’s logistics company for programming and scheduling.
5. Buyer pays for the product in full via MT-103 wire transfer.
6. Seller shall immediately transfer the title of the product to buyer once the Bank confirms the payment is
made by the buyer.
7. After a successful trial ship the buyer will sign the SPA for R&E one year contract.
